Collective Storm Drainage Improvement Projects Series AC will involve 3 projects throughout the City of Charlotte, 1925 Arnold Dr, 10112 Fairway Ridge, and 1127 Willhaven Dr.  1925 Arnold Dr will involve new drainage structures and reinforced concrete pipe, a modified pipe alignment, new curb and gutter, concrete driveway replacement, sanitary sewer replacement as well as full depth asphalt replacement along Arnold Dr.  10112 Fairway Ridge will involve new drainage structures and elliptical reinforced concrete pipe, a modified pipe alignment, sanitary sewer replacement, concrete driveway and full depth asphalt replacement along Fairway Ridge.  1127 Willhaven Dr will consist of reinforced concrete pipe and drainage structure installation, ditch grading, full-depth asphalt replacement as well as curb and gutter replacement along Willhaven Drive.  There will be 2 culvert replacements not located along Willhaven Drive, 1 will be a driveway culvert located at 5328 Randolph Rd and the other will be crossing under Crestbrook Drive.  Both culverts will consist of reinforced concrete pipe, drainage structures, asphalt replacement, and channel grading.  The culvert under Crestbrook Drive will also require curb and gutter as well as sidewalk replacement.

Collective Storm Drainage Improvement Projects Series AC will involve 3 projects throughout the City of Charlotte, 4213 Tipperary Pl, 2607 Vail Ave, 4600 Randolph Rd.  4213 Tipperary Pl will consist of a reinforced box culvert replacement as well as reinforced concrete pipe replacement and realignment, CIPP liner, storm drainage structure replacement, full depth asphalt, curb and gutter, concrete driveway, new sanitary sewer pipe and sanitary sewer structures, as well as sidewalk replacement all along Tipperary Place.  2607 Vail Ave will reroute water along Vaile Ave that will consist of new storm drainage pipe and structures as well as sanitary sewer line replacement, concrete driveway and curb replacement, as well as full depth asphalt replacement.  4600 Randolph Rd will consist of CIPP lining across Randolph Rd, a new reinforced concrete pipe alignment with structures, concrete curb, concrete driveway, full depth asphalt, and ditch work along commercial properties and an apartment complex.

This project will be comprised of reconfiguring the Morehead Pedestrian Crossing to provide safety measures and visibility ahead of the I-277 Pedestrian Bridge project.

For pavement markings on CATS owned streets, roadways, and parking lots, the materials used in the Work shall be a NCDOT preapproved product such as Ennis-Flint TrafficPatterns, Transpo Industries Color-Safe, or approved equal.

The pavement marking shall be a preformed red bar measuring 4 inches wide by 10 feet in length with “STOP HERE” lettering in White.

The materials shall be applied using the propane torch method recommended by the manufacturer. A compatible primer sealer may be applied before application to assure proper adhesion. The material must be able to be applied without minimum requirements for ambient and sidewalk temperatures and without any preheating of the sidewalk to a specific temperature. The material must be able to be applied without the use of a thermometer. The sidewalk shall be clean, dry and free of debris. Supplier must enclose application instructions with each box/package.

All pavement markings will be paid by the horizontal linear foot. Such prices and payment will be considered full compensation for furnishing all materials, tools, labor, and equipment.

The Charlotte Area Transit System (CATS) is seeking a Company to perform Americans with Disability Act (ADA) required complementary paratransit passenger service to augment the existing Special Transportation Service (STS). The Company will meet all Department of Transportation (DOT) Federal
Transit Administration (FTA) and ADA requirements in the safe and efficient service of the assigned passengers.

In accordance with the ADA, CATS offers complementary paratransit services to individuals who, because of a disability (physical, cognitive, or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary Paratransit service in 49 CFR Section 37.123 of the federal regulations.
CATS operates the paratransit system, which is a pre-scheduled, shared-ride, origin to destination service.

This is a nonexclusive agreement. CATS reserves the right to certify other eligible private transportation service companies that apply to participate in the Program.

The term “customer” shall refer to CATS applicants and/or existing CATS clients and their companions or Personal Care Attendants (PCA). The term “CATS Transit System” shall refer to both CATS’ accessible fixed route bus and CATS’ accessible light rail.

The Company shall be responsible for transporting CATS paratransit eligible customers in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.

CATS service area is 741 sq. miles and paratransit service consists of over 5,000 eligible passengers and 2,500 active passengers with at least one ride in past 12 months. With currently 700+ scheduled rides per weekday and 200+ on weekends. 25% of trips scheduled involve a customer with a mobility device. As the COVID-19 pandemic ridership is returning to pre-pandemic levels

While the City is flexible with respect to certain elements of the Special Transportation Services (STS) ADA Paratransit Services, the City has specific requirements and preferences for the Service delivery method.

This project will include two travel lanes, planting strips, curb & gutter, asphalt milling and paving, storm drainage, utility relocation, erosion control, bike lanes, sidewalk, Post Construction Stormwater Ordinance (PCSO) underground storage vaults, and retaining wall improvements. This project will improve pedestrian and bicycle mobility between North Tryon Street and W.T. Harris Boulevard.
