Materials for Franklin Water Treatment Plant Clearwell Improvements

​​​This Invitation to Bid will be to contract with a supplier to provide large diameter valves and similar materials for Charlotte Water’s Franklin Water Treatment Plant’s clearwell improvements project. Lead time on this material is estimated to be 12 months.  These materials will be used in the construction of the project that is estimated to begin May 2023.

Sugar Creek Wastewater Treatment Plant Alkalinity Storage Replacement

This project includes the removal of two high-density polyethene chemical storage tanks and mixers, the construction of a new chemical storage tank containment area, the installation of three new chemical storage tanks (two in the existing containment area and one in the new containment area), installation of a chemical mixer at each tank, installation of a new chemical metering pump in the new containment area, construction of an enclosed pump room within the containment areas, installation of new and replacement of piping, and construction of a canopy over the new containment area.

 

PCB Handling Service

In 2014, there were illicit discharges containing Polychlorinated Biphenyls (PCBs) to the collection systems conveying wastewater to the Mallard Creek Water Reclamation Facility (WRF) and to the McAlpine Creek Wastewater Management Facility (WWMF). The concentrations of PCBs found in various unit processes at these facilities were above the 50 parts per million (ppm) threshold and, as a result, they are considered contaminated per the Toxic Substance Control Act (TSCA). A project to decontaminate portions of the Mallard Creek WRF is in progress under a separate contract.  The scope of work for that project does not include all infrastructure within the facility or any portion of the collection system.

Charlotte Water identified the location where the contaminant was discharged to the Mallard Creek collection system and, as a result, has been able to delineate the limits of contaminated infrastructure which includes 8.7 miles of 24-inch or less piping and 181 manholes. The discharge point for McAlpine Creek, however, could not be located.

Charlotte Water is a nationally recognized award winning utility that serves the City of Charlotte, Mecklenburg County, and nearby towns.  Charlotte Water:

  • Has over 270,000 metered accounts serving over 1,000,000 people within 550 square miles.
  • Operates three drinking water plants treating 100,000,000 gallons/day.
  • Operates seven wastewater treatment plants collecting and treating 80,000,000 gallons/day.
  • Operates and maintains 4,000 miles of water pipe and 4,000 miles of sewer pipe.

McAlpine Creek WWMF is located in the Town of Pineville and is a 64 mgd capacity facility currently operating at 48 mgd average daily flow.  McAlpine Creek was originally constructed in 1964 and has gone through several expansions and improvements projects over the years.  McAlpine Creek is a chemical nutrient removal facility with septage receiving, centrifuge thickening and dewatering, anaerobic digestion, diurnal and storm flow equalization, a residuals management facility contract-operated by Synagro-WWT Inc., bypass flow from Irwin Creek, bypass flow and the solids from Sugar Creek, industrial loading from Mecklenburg County and flow from Union County.

 

Mallard Creek WRF is an ISO 14001 certified facility located in the northeast part of Charlotte with  rated capacity of 12 mgd currently operating at 9 mgd average daily flow.  Mallard Creek was originally constructed in 1979 and has gone through several expansions and improvements projects over the years.  Mallard Creek is a conventional activated sludge facility with a re-use pumping station, centrifuge thickening and dewatering, anaerobic digestion, and diurnal and flow equalization.

 

 

SCOPE

This section will provide a general description of the tasks required. This is not intended to be all-inclusive, nor is it guaranteed that all of the below tasks will be utilized.  A more defined Scope of Work will be developed during negotiation with the selected Service Provider.

 

Charlotte Water will issue task orders to the Service Provider for projects in various locations with unique scopes of work related to PCB handling.  Projects may happen concurrently or one at a time, and their duration may be short-term or long-term. The project scope may involve work on equipment, concrete structures, metal infrastructure, piping systems, filters, and soils and in various environments like confined spaces, open basins, buildings, and sewer right-of-ways. The Service Provider may be asked to provide services including but not limited to removal, handling, transportation, and/or proper disposal of all materials including PCB contaminated materials in accordance with the requirements of TSCA and other regulations. The Service Provider shall manage all aspects of the work including the work performed by subcontractors and provide all labor, materials, chemicals, supplies, temporary facilities, access provisions, permitting (transportation and disposal related), equipment, delivery and incidentals required for the execution of task orders.

 

The task order process will involve significant coordination with Charlotte Water, the Service Provider and subcontractors. The Service Provider can also expect to coordinate with other Charlotte Water contractors if the decontamination work is part of a larger project that Charlotte Water is executing.  Charlotte Water may require task orders be priced on a lump sum or time and materials basis depending on what is in the best interest of the City.

Briar Creek and Paw Creek Sewer Rehabilitation

This project consists of the sanitary sewer rehabilitation of approximately 13,500 linear feet of sewer outfall with cured-in-place lining. This project will extend along the Briar Creek and Paw Creek outfalls.  A 112 linear feet 24-inch diversion sewer will also be constructed under Briar Creek along with a 118 linear feet 8-inch linear feet collector sewer.

FY23 Large Diameter/Sewer Service Contract #1 (Re-bid)

This contract will incorporate the installation of water and/or sanitary sewer services at a single address, water and/or sanitary sewer service dismantlement at a single address or a water/sanitary sewer main line extension. There maybe more than one water and/or sanitary sewer service installation , water and/or sanitary sewer service dismantlement at the same address. Additionally, a single commercial site with water and/or sanitary sewer services to be installed or water and/or sanitary sewer services to be dismantled at different addresses is to be considered one project for the entire commercial site.

SCADA Development & Instrumentation Services

Supervisory Control and Data Acquisition (SCADA) is a control system architecture that uses computers, networked data communications, and graphical user interfaces for high-level process supervisory management to interface with water and wastewater process plants and machinery.

The Service Provider(s) shall support Charlotte Water’s operations, maintenance, and engineering teams directly.

Projects and work hours will vary. Historically, the services provided under this
contract have been considered to be a continuous need; although no service hours are guaranteed.

FY23 Small Diameter Water/Sewer Service Contract #2 (Re-bid)

This contract is for water and sanitary sewer service installations including connection to the existing public main, which extends a small diameter line to the property.  Additionally, a water meter box or sanitary sewer cleanout is included. Customers pay connection fees for the installation service, which is based on costs incurred by Charlotte Water in these contracts. The work covered by this contract will provide approximately 800 total services.

Transfer Line Materials

​This ITB is to contract with one supplier to provide materials (pipe, fittings, valves, etc.) for a transfer line project for Charlotte Water’s Engineering division. Lead time on this material is estimated to be 6 – 12 months, and the project is estimated to begin Spring 2023. The materials is needed to install a sludge transfer line between Vest and Franklin Water Treatment Plants. All materials must be purchased from one supplier to manage lead times and other important project aspects.

Soil & Debris Hauling Service

The scope of this project shall be to provide ongoing soil & debris Hauling Services for Charlotte Water. Charlotte Water has multiple divisions throughout Mecklenburg County that may utilize Hauling Service.  One of the main divisions is Field Operations which is responsible for infrastructure and pipeline repairs.  Field Operations’ service area is divided into four Service Zones.

A company will receive all orders from Charlotte Water and bring mulch, and soil to and/or remove spoils from specified locations (Zone headquarters, job sites, or WWTPs).  The successful Company must be able to perform scheduled hauls during Regular Hours, as well as Emergency Hauling Services.  Emergency Hauling Services are services rendered outside of regular hours and/or on City observed holidays.
