South End Station – Track/Systems CMAR RFP

South End Station will design and construct a new light rail station adjacent to the Publix Supermarket and 2161 Hawkins development in South End. Initially, the project team selected Construction Manager at Risk (CMAR) as the appropriate method to deliver the entire project. The City issued a RFP in 2023 but received no proposals.

Following contractor interviews and further analysis, the team divided construction into two packages, Track/Systems and Civil/Station. The Track/Systems Package will be delivered by CMAR through contracts for pre-construction services and construction (later). The pre-construction services contract will include some consulting services for both packages. The Civl/Station Package will be advertised for bid in the future.

This PSR is to request development and advertisement of a RFP for the CMAR. Draft RFP and contract documents are stored separately in a Sharepoint site set up by Legal with access granted to Procurement. The design consultant is developing a cost estimate for the pre-construction services and Track/Systems construction contracts. The cost estimate in this process is a rough estimate.

McAlpine Creek WWTP Administration Renovations–CANCELLED

The project includes, but is not limited to, the renovation of the second floor of the McAlpine Creek WWMF Administration Building and the replacement of HVAC equipment on both floors and outside of the building. Work includes partial demolition of existing facilities to renovate two laboratories, upgrade restroom facilities, convert nonfunctioning lab space into office space, upgrade currently operating lab space, and replace non-functioning HVAC system and associated appurtenances.

Franklin Water Treatment Plant Clearwell Improvements

Charlotte Water is requesting bids for construction of the Franklin Water Treatment Plant Clearwell project. This project includes installation of large diameter (72 to 120 inch) pipes, valves, and fittings. It also includes constructing a new chemical feed system, including a new building, pumps, storage silos, and chemical piping.

Cathodic Protection for North Yard Mop Sinks

The contractor shall install an impressed current cathodic protection for the copper lines for mop sinks in North Yard as shown in the drawings and per the project special provisions. The scope of work includes but not limited to: Installation, Startup and Survey.

Terminal Basement Rehabilitation (Cancelled)

The Airport plans to rehabilitate the existing terminal basement as it has not been renovated since its original construction in the 1980s.  The Terminal Basement currently provides three prep kitchens in addition to storage for concessionaires in the terminal.  The rehabilitation will reconfigure the space to maximize the operation and update all life safety systems for this area.
