Fiscal Year 22 Water Main Rehabilitation

This project will clean and apply a polymer coating to the interior walls of old, but still structurally sound cast iron water mains.  Also included is the replacement of all valves, hydrants, and galvanized service lines associated with each project.  The work completed in this contract will improve water quality and flow in the distribution system; consists of an undetermined number of individual projects consisting of water infrastructure rehabilitation; and/or replacements, which will be assigned by the Project Engineer.

Hidden Valley Firehouse #45

Design and construct a new 2-story, 3-bay firehouse at 14,626 square feet, to be located at 5800 North Tryon Street. This facility will be a new infill firehouse that will alleviate high call volume for surrounding firehouses. A new firehouse must be built when a new “point of dispatch” is required in order to meet response time standards.  The proposed facility will be located on a 2.03-acre parcel that facilitates the redevelopment of abandoned/underutilized sites and vacant sites. This location and site selection shall meet the City of Charlotte Policy for Sustainable City Facilities and Charlotte Fire Department Facilities Master Plan.

This project will pursue LEED certification. The site will incorporate solar panels and a geothermal well system with water source heat pumps.

Dixie River Road Watermain

Charlotte Water (CLTWater) will extend drinking water pipes along Dixie River road from 5900 block of Dixie River Rd to Sadler Road. Construction is scheduled to start in early 2022 and will be complete by early 2023.

Utility Coordinator Services

The Contracted Utility Coordinator (CUC) shall provide services to resolve private utility conflicts associated with City of Charlotte Storm Water Services Storm Drainage Improvement Projects.  The City’s Utility Section Manager (USM) will manage the work of the CUC to ensure compliance and adherence to City standards and procedures. Utility Coordination is technical and detail-oriented that requires an understanding of: (a) the private utility company practices for the protection and relocation of utility facilities; (b) roadway and storm drainage infrastructure construction within the public right of way and on private property and (c) the identification and resolution process of any private utility facilities that may be in conflict with the proposed public roadway and storm drainage infrastructure construction

FY22 Large Diameter Water/Sewer Service Contract 1 and 2

This contract will incorporate the installation of new commercial water/sewer services, dismantlement of existing water/sewer services, installation of short public water/sewer main extensions and the option to install small residential services and water quality sampling stations.

McAlpine Creek Wastewater Management Facility Waste Activated Sludge Equalization and Blending and Odor Control Improvements

The Waste Activated Sludge (WAS) Equalization and Blending and Odor Control Improvements Project includes upgrades to several facilities at the McAlpine Creek Wastewater Management Facility (WWMF). Primary components include construction of a new cast in place concrete WAS equalization structure with multiple tanks/cells with mixers and pumps to allow for equalization and blending of WAS from the McAlpine Creek WWMF, Sugar Creek Wastewater Treatment Plant (WWTP) and in the future the Irwin Creek WWTP. Adjacent to this structure is a blending basin pump station which will convey blended WAS to the existing solids treatment process and in the future to the planned Thermal Hydrolysis Process. In addition, the project includes a new wet scrubber chemical odor control system for the Screening and Grit Facility, new duct work to this system from the south plant primary clarifiers and gravity thickeners as well as the rehabilitation of the Consolidated Influent Pump Station (CIPS) odor scrubber system.

New South End Light Rail Station

The Charlotte Area Transit System (CATS) will construct a new LRT station along the LYNX Blue Line (South Corridor) approximately mid-way between the East/West Boulevard and New Bern Stations. The new station must operate and communicate as part of the overall Lynx Blue Line. Construction will take place while the Blue Line remains in service.

The City of Charlotte completed a study in 2019 to determine the feasibility of constructing a pedestrian crossing or a new station mid-way between the East/West Boulevard and New Bern Stations. Charlotte Area Transit System (CATS) determined a new station would best serve the project area. The study indicated two potential locations for the new station, and a final station site will be determined through this contract.

The new station will be designed to the same standards as the recently constructed LYNX Blue Line Extension (BLE) stations and will have the capacity to serve up to three Light Rail Vehicles (LRVs). Construction and testing must occur with minimal disruption to LYNX Blue Line revenue service.

Cancelled-UPS Equipment Upgrade (Rail-Technology Replacement)

This solicitation will be to select a a firm to perform a power study and start to replace the current commercial level UPS and inverters for all 15 communications cabinet on the Blue Line. The current UPS and inverters for all 15 communications cabinet have a life expectancy of eight years. They are at the end of life and must be replaced to prevent failures that impact the operation of communications to vital Signal and Traction Power operations. Likewise, environmental control/monitoring systems that support the communications houses has reached end of life and must be addressed to continue supporting the critical network equipment in each communications house. FY2019 – request to continue the system upgrade of the Blue Line and complete any outstanding items not covered in FY18.
