CFD Promotional Processes

This contract is for the provision of a qualified Company to assist the City of Charlotte Fire Department (CFD) with yearly rank testing, specifically developing and implementing the testing materials for yearly Promotional Processes for the ranks of Entry Level (EL), Fire Fighters (FF), Captain, Engineer, Battalion Chief, and Division Chief.  Multiple processes may be run over the course of a calendar year depending upon the needs of CFD.

Ultrasonic Rail Testing

This Request for Proposal will be for services to complete Ultrasonic Rail Testing on an annual basis for CATS Rail Operations. The Ultrasonic Rail testing is to ensure that there are no internal defects in the running of the rail. Contractor will supply equipment, results of testing, and recommendations for and defects found.

CATS Rail Geometry Testing

The Charlotte Light Rail consists of over 40 miles track that includes double main track, storage tracks and yard tracks. Having a strategy for Rail Inspection is key to the success of CATS and its passengers. CATS is developing a plan that will help ensure that rail defects will not be an issue for are lines.
The purpose of Track Geometry testing on CATS Blue Line is to test several geometric parameters of the track without obstructing normal revenue operations. Some of the parameters generally measured include position, curvature, alignment of the track, smoothness, and the cross level of the rails. The testing vehicle will use a variety of sensors, measuring systems, and data management systems to create a profile of the track being inspected.
The Track Geometry Vehicle must be able to collect track geometry measurements that include gauge, curvature, cross level, super elevation, 31’ and 62’ warp, 31’ and 62’ twist, track alignment and rail profiles of both left and right running rails. All measurements collected shall meet the most current APTA track safety standards. Any defects shall be coded as defined in the CATS MOW Track Standards Manual; as well as the severity level defined in the manual.

STS ADA Certification Assessment

The Charlotte Area Transit System (CATS) is seeking a Company to perform assessments of paratransit eligible applicants to use the CATS’ Services. The resources shall include but are not limited to management, personnel, supplies, and any other equipment needed to satisfy the requirements to conduct in-person ADA Services.

In accordance with the Americans with Disabilities Act (ADA), CATS offers paratransit services to individuals who, because of a disability (physical, cognitive or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary paratransit service in 49 CFR Section 37.123 of the federal regulations. CATS operates the paratransit system which is a pre-scheduled, shared-ride, origin to destination service.

The term “customer” shall refer to new CATS applicants and/or existing CATS clients. The term “CATS Transit System” shall refer to both CATS’ accessible fixed-route bus and CATS’ accessible light rail.

The Company shall be responsible for paratransit eligibility as it relates to an individual’s functional/cognitive ability to use CATS in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.
