FY 2022 Section 5310 Call For Projects

The Charlotte Area Transit System is soliciting proposals for the U.S. Department of Transportation Federal Transit Administration Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program (Section 5310).  Section 5310 funds are available for capital and operating expenses to support transportation projects that meet the special transportation needs of seniors (individuals 65 years and older) and individuals with disabilities.  All projects must be situated in the Charlotte-Mecklenburg Urbanized area and must be derived from the Coordinated Human Services Transportation Plan for the Charlotte Urbanized Area (FY2022-FY2027). Eligible subrecipients include state or local government organizations, private nonprofit organizations, and operators of public transportation.

Micro Transit Dedicated Providers

The Charlotte Area Transit System (CATS) is inviting proposals from qualified firm(s) to partner with CATS for the development and implementation of a new micro-transit service. The goal of micro-transit is to enhance CATS’ existing bus, light rail, and streetcar services. Micro-transit is also part of CATS’
larger goal of building a more reliable, connected, and accessible transit network for the greater Charlotte area.

Shared Mobility (E-Scooter) Program Permit

The City of Charlotte is seeking qualifications for up to four (4) companies to safely and responsibly operate a Shared Mobility System (fleet of e-scooters) within the City of Charlotte in accordance with the Shared Mobility System Requirements.

STS ADA Certification Assessment

The Charlotte Area Transit System (CATS) is seeking a Company to perform assessments of paratransit eligible applicants to use the CATS’ Services. The resources shall include but are not limited to management, personnel, supplies, and any other equipment needed to satisfy the requirements to conduct in-person ADA Services.

In accordance with the Americans with Disabilities Act (ADA), CATS offers paratransit services to individuals who, because of a disability (physical, cognitive or visual), cannot access fixed routes buses. The ADA defines eligibility for complementary paratransit service in 49 CFR Section 37.123 of the federal regulations. CATS operates the paratransit system which is a pre-scheduled, shared-ride, origin to destination service.

The term “customer” shall refer to new CATS applicants and/or existing CATS clients. The term “CATS Transit System” shall refer to both CATS’ accessible fixed-route bus and CATS’ accessible light rail.

The Company shall be responsible for paratransit eligibility as it relates to an individual’s functional/cognitive ability to use CATS in accordance with the ADA. Disability alone does not determine paratransit eligibility; the decision is based on the customer’s functional ability to use the fixed-route bus and is not a medical decision.

Citywide Armored Car Services

The City is seeking companies to provide Armored Car Services for various departments, specifically Aviation, Charlotte Area Transit (CATS), Charlotte Department of Transportation (CDOT – ParkIT) and Finance Revenue. Services will include transportation of revenue collection equipment, materials and deposits supporting City operations during normal business operations; responding to special requests outside of normal business operations (weekends, special events, etc.), reports and other duties as detailed in the RFP.
