Nuisance Abatement Services

The City of Charlotte is seeking to contract with one or more companies to provide nuisance abatement services when property owners fail to comply after legal notice. The contractors shall provide services that include but are not limited to mowing tall grass, weeds, and/or vegetation, removing yard waste, removing bulky curbside items, removing junk and debris, and/or securing (boarding up) residential and commercial structures found to be vacant and open.

The City is looking to award a contract for a term of three years with the option for (2) one-year renewal terms.

 

Storm Water Repair and Improvement FY2024-A

Work performed under this contract will consist of storm water infrastructure repair and improvement projects within the city limits of Charlotte, NC.  Work will involve mobilization, earthwork, drainage structures, storm drain pipe systems, channels, working over, under, near, and around existing private utilities asphalt paving, concrete flatwork, and landscaping and any associated work required by the Engineer.  Other work may include structural foundation protection, storm water pipe lining, storm water pipe joint and structure repair, water and sewer (relocations, installations and adjustments).  Storm Water maintenance work may be located entirely within the street right-of-way.

Interior Landscaping

The Service shall include all supervision, expertise, tools, fertilizers, pesticides, insecticides, fungicides, sprays, equipment, trash bags and other supplies adequate in kind and quality to perform indoor plant maintenance for airport owned plants at the Airport. Indoor services will include performing plant maintenance in the main Airport terminal, old terminal, and express parking deck. The main terminal locations included upper and lower level of
Ticketing and Baggage, the Atrium, and six (6) concourses with a seventh concourse commissioning shortly after award. There are approximately sixty (60) trees.

Firehouse #30 Replacement

Firehouse #30, currently located at 4707 Belle-Oaks Drive, near Charlotte Douglas Airport, is currently located in a house built in 1955 and needs extensive renovations. The facility is the only firehouse where crews must leave their living quarters to access their apparatus, as a result, in impacting response time.

Firehouse #30 design services with the use of Advance Planning funds will be utilized to build a replacement 3-bay 2-story firehouse to manage response volumes in the Beam Road/Airport area. The new facility will be approximately 14,000 square feet. The building will be located at 3019 Beam Road, directly across from the Police and Fire Academy, and the parcel ID number is 141-24-104. It is located in Council District 3. The firehouse design will be the same floor plan design as Hidden Valley Firehouse #45 (HVFH#45).  This project is also designated to be an all-electric firehouse and additional scope will be added.

Vegetation Management & Stormwater Control Measures (SCM) Maintenance

Multiple contracts will be awarded.

The Scope of Services consists of maintenance of Stormwater Control Measures (SCMs) within the City limits of Charlotte and in Mecklenburg County. Types of SCMs include, but may not be limited to the following: wet ponds, stormwater wetlands, bioretention cells, sand filters, dry detention facilities, swales, underground systems, regenerative stormwater conveyance, and terrace filters. Storm Water Services constructs SCMs to improve flooding and surface water quality. The City has implemented a wide variety of project types and they need various maintenance activities ranging from trash and debris removal, to fish stocking, to sediment removal.  Maintenance activities to be completed under this scope of work may include, but are not limited to, the following:

  • Trash/debris removal
  • Mowing, including pond dams/slopes
  • Pruning/weeding
  • Turf improvement/establishment
  • Mulch removal/replacement/installation
  • Algae/Duckweed control
  • Wildlife damage repair/prevention
  • Fish stocking/relocation
  • Forebay sediment removal
  • Miscellaneous outlet/structural repairs
  • Orifice clean out or retrofits
  • Sand filter, bioretention repairs
  • Erosion/slope repair
  • Rip rap installation
  • Riser and pipe repair
  • Trash rack repair/installation

Wilson Air North Parking Lot Improvement

The Wilson Air North Parking Lot Improvement project consists of renovation and expansion of the existing parking lot adjacent to the Wilson Air North Charter Terminal building. The project will add over 100 parking spaces to the current lot involving grading, drainage, curb, gutter and asphalt paving along with fencing, vehicular access control, landscaping and lighting.

 

Charlotte Water Tree Removal Services

The City will be requesting proposals from experienced and qualified companies to provide various tree and vegetation removal services for Charlotte Water, as a result of water and sanitary sewer construction performed by Charlotte Water, as an after-hour/holiday/weekend emergency service, and in the event of an immediate disaster emergency within the area, such as a natural disaster.

The City shall indicate and designate all trees, shrubs, plants, and other objects that are to remain or be removed. Any damage to natural terrain, vegetation, or objects designated to remain shall be immediately repaired or replaced as determined by the City, at the company’s expense.

The company will be required, at the minimum, to perform the following:

  • Rake work area and match existing grade to a smooth even surface
  • Removal of trees/shrubs and haul from job site
  • Grinding of remaining tree stumps
  • Sweep up any excess debris and haul from job site

Fuel Line Replacement (Canceled Re-Advertise Later Date)

Replace the fuel lines serving the Bank of America and Wilson Air fuel dispending cabinets from the fuel farm. The work includes a combination of fuel line removal/replacement and piping/dispenser cabinet modifications.  The associated civil site work includes demolition, minor fencing, asphalt pavement milling, pavement removal, asphalt paving, and landscaping.

Project will Re-Advertise at a later date.
